Libya Flood RESPONSE

In September 2023, Storm Daniel swept across Libya, leading to catastrophic flooding, particularly in Derna, where the failure of two dams exacerbated the disaster. The intense floods destroyed much of the city, causing extensive casualties and displacing thousands. Given the scale of the destruction and the immediate need for coordinated response, DEEP was deployed as part of the Remote A&A Cell. The platform was instrumental in organizing data and providing situational analyses that enabled rapid coordination among humanitarian actors, helping them navigate the extreme logistical and operational challenges posed by the flooding.

ROLE
DEEP provided the SDR platform for the A&A Cell, supporting secondary data gathering, analysis, and coordination for the response to the Libya floods, particularly in the aftermath of Storm Daniel and the dam collapses in Derna.
Project Background
DEEP’s rapid deployment in response to the Libya floods facilitated coordinated data efforts across multiple humanitarian agencies. This deployment saw DEEP used as an official SDR space within UNDAC, consolidating information from 76 unique sources.

What We Did

During the month-long project, DEEP processed over 1,136 documents, producing 3,054 data entries. Products included six situational analysis reports and executive summaries, with key insights contributing to the UN Flash Appeal.

HOW We Did IT

DEEP’s platform enabled real-time data consolidation and cross-partner collaboration through daily response monitoring and a structured SDR space. The team crafted a Response Monitoring Matrix, merging DEEP data with other sources, and produced flash appeal support documents.

Impact

DEEP’s involvement in the Libya flood response allowed for swift data integration, supporting both real-time response and long-term planning. The structured analysis and data-sharing capabilities minimized duplication, fostering a unified approach across agencies.
